Goosby replaces gay physician Mark Dybul, who was appointed by President George W. Bush and who has been credited with putting in place the multi-billion dollar U.S. global AIDS program initiated by Bush and approved by Congress.
The Global AIDS Coordinator works out of the U.S. State Department and has the rank of Ambassador at Large.
Goosby has served since 2001 as CEO and chief medical officer at the San Francisco-based Pangaea Global AIDS Foundation, a non-profit consulting organization that helps establish HIV/AIDS treatment and prevention strategies in developing nations.
South Africa, Rwanda, China and Ukraine are among the countries in which Goosby has worked in recent years in connection with the Pangaea Foundation, according to a statement released by the White House.
"During the Clinton Administration he served as deputy director of the White House Office of National AIDS Policy and director of the Office of HIV/AIDS Policy of the Department of Health and Human Services," the statement says.
"Dr. Goosby has over 25 years of experience with HIV/AIDS," the statement says, including his work in treating AIDS patients at San Francisco General Hospital during the early years of the epidemic.
U.S. Speaker of the House Nancy Pelosi (D-Calif.), who represents San Francisco, praised Obama's selection of Goosby for the global AIDS post, calling him highly qualified for the job.
The Chicago-based International Association of Physicians in AIDS Care said it "enthusiastically supports" Goosby's nomination for the global AIDS post and is calling for his quick confirmation by the Senate, according to the group's president and CEO Jose Zuniga.
