Schwarzenegger vetoes $500M in spending

California Gov. Arnold Schwarzenegger vetoed nearly $500 million in spending Tuesday, cutting money for child welfare, AIDS treatment, parks and other programs.

The vetoes, however, do not make up the entire $1.1 billion budget shortfall, the Los Angeles Times reported.

"This has been a very tough budget, probably the toughest since I have been in office here in Sacramento," Schwarzenegger said.

Last week, state lawmakers cut deeply into spending for education, healthcare and prisons, and tried to close the gap further through accounting maneuvers and borrowing, the Times said.

But the spending-reduction plan came up $1.1 billion short after state assemblymen rejected proposals to tap local transportation funds and begin new oil drilling off the coast of Santa Barbara.

"That effectively wiped out the state's reserve," Schwarzenegger spokesman Aaron McLear said.

McLear said the new cuts would partially offset the losses to the state's reserve fund.

Schwarzenegger could not veto enough spending to reach the full $1.1 billion, McLear said.

"There are few choices left," McLear said. "Obviously, the cuts are going to be very difficult."
