The conference, sponsored by the attorneys general of Florida and Georgia, began Wednesday in Jacksonville. The 1,200 participants include police officers, members of community groups and teenagers.
Emery Gainey, who works for the Florida attorney general's office, said that "black-on-black crime" remains a serious problem.
The conference combines panels that examine social problems, including avoiding HIV infection and dealing with grief after a violent crime, and those that search for solutions.
The conference runs through Saturday.
