Private-public agreement for Africa signed

WASHINGTON, Oct. 31 (UPI) -- The U.S. government and Becton, Dickinson and Co. agreed Wednesday to create a public-private partnership to improve laboratory systems in Africa.

The memorandum of understanding signed in Washington is aimed at improving overall laboratory systems and services in African countries severely affected by the human immunodeficiency virus, AIDS and tuberculosis.

The agreement signed by representatives of the company and the President's Emergency Plan for AIDS Relief is described as the largest international health initiative ever undertaken by a single nation.

The agreement is also the first of its kind in the United States and will accelerate progress to build key healthcare infrastructure in focus countries, Becton, Dickinson officials said in a statement.

"I applaud the work of the President's Emergency Plan for AIDS Relief and BD in coming together to form this public-private partnership," said Mike Leavitt, secretary of the Department of Health and Human Services. "By joining hands in our individual efforts to help host nations develop robust laboratory facilities, we will maximize the effect our limited resources can have."

The five-year, public-private partnership is valued at up to $18 million.
