Backers of the measure say it will help stop the spread of the HIV virus and other diseases by drug users sharing needles, the Boston Globe reported Tuesday. Critics say the measure encourages drug use.
Gov. Mitt Romney opposes the bill but has not said whether he will veto it. The measure now goes to the Senate.
Most states allow needles to be sold without a prescription or distributed to addicts. Only New Jersey and Delaware ban needle sale or distribution.
Rep. Brian P. Wallace, a Boston Democrat, said he would have opposed the bill a few years ago.
''Well, we do need it," he said. ''The kids who are dying in my community need it."
