Provincial authorities made the decision based on increasing numbers of prisoners infected with the HIV virus. The sites for the prisons have not been determined yet, however.
The prison system has handled around 1,000 HIV/AIDS convicts since the first one was identified in May 2000, justice officials said. There are currently 20 AIDS patients and 518 HIV carriers serving sentences.
The provincial Bureau of Public Health reported 5,051 AIDS patients in the province at the end of 2004, but experts suspect the figure is closer to 40,000, including HIV carriers.
Guangdong has the fifth largest population of AIDS patients and HIV carriers in China, and 145 hospitals dedicated to their treatment.
In June, the province started offering free HIV tests to its residents.
