During a news briefing at the 2nd International AIDS Society Conference, Thompson predicted the $2 billion would include about $400 million for the Global Fund to Fight HIV, Tuberculosis and Malaria.
He also said he expected AIDS programs in Africa would be a funding priority.
President George W. Bush has pledged, and Congress has authorized, $15 billion funds over five years to battle the worldwide epidemic.
Thompson said while the money has been authorized it cannot be spent on prevention and treatment programs until it is appropriated by Congress.
He said he felt certain the Congress would complete action on the appropriation package before the start of fiscal 2004 on Oct. 1.
