Shen, who is in charge of battling STD's and the spread of HIV, adds the push will come under a national long-term Anti-AIDS plan now in the works. At least four government ministries are involved in formulating the plan, which will integrate China's anti-AIDS efforts under the umbrella of a nationwide AIDS control network.
Leading the push will be the Ministry of Health and its efforts to regulate China's blood donation industry.
China only recently banned the private collection and sale of plasma, putting an end to unregulated and dangerous blood banks.
Prior to the December 1997 ban, the private blood industry was blamed for infecting tens of thousands of unwitting donors with hepatitis, STDs and HIV. Shen says the multi-ministry plan will come into effect after approval by the ruling State Council.
China had 8,303 registered HIV carriers at the end of October 1997, but health officials estimate the actual infected population may top 200,000.
