AIDS panel critical of administration

WASHINGTON, Dec. 7 (UPI) _ President Clinton's AIDS panel has issued another report critical of the administration's efforts to combat the deadly disease.

The report, released today by the Presidential Council on HIV-AIDS, acknowledged that advances had been made in Clinton's first term but stated "progress in the federal response has stalled in recent months."

The advisory board said that had contributed to a "sense of diminished priority for AIDS issues" on the part of Clinton and top officials, an assertion the White House was quick to repudiate.

Clinton's top AIDS official, Sandra Thurman, said the slowing pace was due instead to the fact the issues have become more complex and involve "some really hard stuff."

The report criticized the administration's recent decision to not expand Medicaid to get AIDS-fighting drugs to people infected with the HIV virus, and for failing to fund needle exchange programs, new drug therapies and research and prevention programs.

David Harvey of the AIDS Policy Center for Children, Youth and Families said, "Frustrations are running high...where is the Clinton administration on several issues that are crying out for attention?"

The report was the second by Clinton's hand-picked AIDS panel, which also criticized the administration in 1996 but emphasized Clinton had done more than any of his predecessors to fight AIDS.
