Judge Rules on Bathhouses

LOS ANGELES, Aug. 29 (UPI) - A judge has refused to enforce county health regulations governing homosexual bathhouses because he says the county cannot prove the rules will reduce the spread of AIDS.

The Superior Court judge, John Cole, said he was swayed by testimony that high-risk sexual activity took place less often in bathhouses than in bars or other places frequented by homosexuals because educational information and condoms were often provided in bathhouses.

The ruling technically retains the regulations but makes them extremely difficult to enforce.

The regulations, passed last December, require bathhouses and sex shops to eliminate private rooms, increase lighting and provide monitors to make sure patrons do not engage in sex acts that pose a high risk of AIDS.
