The Commissioner, Dr. David Axelrod, said the decline may have been caused by male homosexuals limiting their number of sex partners.
During the last three months, he said, the average number of AIDS cases in New York State was 45 each month and in the 18 months preceding that period, the average number was 65. Dr. Axelrod spoke at a New York Academy of Sciences conference on AIDS. Most of the victims of AIDS have been male homosexuals or intravenous drug users. AIDS cripples the body's ability to fight disease and medical experts say it is ultimately fatal for most of its victims.
Some scientists believe AIDS is transmitted by a single agent, possibly a virus, said another conference participant, Dr. Anthony Fauci, of the National Institute of Allergy and Infectious Diseases. One theory discussed at the conference is that the virus remains elusive because it changes or disappears after it affects the immune system.
