This was highlighted yesterday by Health Minister Manto Tshabalala-Msimang in a speech at the Global-World HIV/Aids Alliance conference in Richards Bay, north of Durban.
Hosted by the University of Zululand, in partnership with Jackson State and Drew universities, this is the first time the annual conference has been held in Africa.
Speaking to delegates from 12 countries, Tshabalala-Msimang said the government and the department of health were committed to intensifying their efforts to prevent the spread of HIV/Aids.
She said the department had accredited 342 treatment facilities, including 10 at prisons and seven at defence force bases.
Tshabalala-Msimang said: "Lack of adequate health professionals still remains a key challenge in expanding the number of [treatment] sites. However, the department is implementing various strategies to address the challenges of human resources for health by improving the working conditions of health workers."
She said a survey showed that there had been a decline in the prevalence of HIV in South Africa.
An survey last year showed a decrease in the prevalence of HIV among pregnant women.
Despite this, Tshabalala-Msimang said, the department would intensify its HIV prevention programme.
