He says that, starting in February 2005, the University of the Witwatersrand will include TOL software on the syllabus of its School of Construction, Economics and Management.
The TOL system certainly has merit. It provides a rules-based, electronic mirror of the traditional paper-based tender process. Smith says it reduces costs and delays in the tender process and will cut associated costs such as travel.
"If a company based in Durban wishes to bid for a tender issued in Johannesburg it has to organise for the tender documents to be collected and if it can't, it has to send someone to Johannesburg to collect them. To be safe, it will send someone to Johannesburg again to pop the completed tender into the box. The cost of that will be many hundreds of rands," says Smith.
Meanwhile, the City of Johannesburg Property Company has called for proposals from those interested in leasing, developing and managing the old Rissik Street Post Office, on stands 393, 395 and 396.
Those interested can attend a non-compulsory site inspection on October 21. Tender documents will be available from tomorrow at the company's offices on the ninth floor of the Braamfontein Centre, at 23 Jorissen Street, for a non-refundable R500.

The City of Johannesburg Property Company has announced tender COJ 064/04, calling for the refurbishment of the Europa Hotel on the corner of Smit and Claim streets, Hillbrow.
It was announced in Business Times on October 3, a compulsory site inspection was held on October 7, and the tender closes on October 15.
The hotel, once the domain of drug lords, prostitutes and pimps, is a multi-storey building that has fallen into serious decay, and 12 days is hardly enough time to assess the building, work out what's needed, calculate costs and incorporate all of that in a tender that will ensure a fair profit.
The Department of Water Affairs has set out its tender WFSP/INT/CON6002 calling for an integrated, organisation-specific HIV/Aids workplace programme.
The assignment includes developing an employee wellness programme and an HIV/Aids training, prevention and awareness programme; and integrating them into "a comprehensive HIV/Aids cost strategy".
