The 20 apartments will be built on the site of the former Alita Brand Macaroni factory on 83rd Avenue in East Oakland.
The state's Department of Housing and Community Development Multifamily Housing Program will provide the loan for the project, Jon Gresley, Executive Director of Oakland Housing Authority, said in a statement this week.
The complex will have seven studio apartments, 12 two-bedroom apartments and one manager's unit. Rents will be subsidized under the federal Section 8 voucher program.
Applicants will be selected based on their AIDS disability status.
