FOLLOWING UP: A global win on AIDS

What we said: "At issue is one of Washington's unrivaled foreign policy successes: a bipartisan plan to expand global AIDS care and treatment... An important battle against AIDS still needs fighting, and this country should continue to lead the charge." - Editorial, July 2, 2008

What happened: The Senate approved $48 billion for AIDS care and prevention, largely in hard-hit Africa. The package, already approved by the House, enlarges a widely praised program launched by President Bush in 2003 and has boosted care from 50,000 people to 1.7 million and added malaria and tuberculosis treatment. It's a huge increase in a program considered one of this country's most significant aid projects.

What's next: Get this program rolling as fast as possible. Africa is a danger zone with 70 percent of the world's AIDS population. This expenditure could jump-start contributions from other major-donor countries. AIDS relief may end up as Bush's most positive foreign-policy legacy.
