Needles available without prescription

Contra Costa supervisors, hoping to curb the spread of HIV, hepatitis C and other blood-borne diseases, approved on Tuesday legislation allowing pharmacists to sell hypodermic needles without requiring a prescription.

Under the ordinance, any pharmacy that registers with the county Health Department may sell as many as 10 needles to anyone 18 years or older. Pharmacies also must provide education and referral information, as well as written and verbal counseling.

"It is a harm-reduction strategy," said Supervisor John Gioia. "These folks are going to get needles one way or another; we would rather have them get clean needles linked to information about substance abuse services."

State lawmakers passed a bill this summer that allows such collaborations between pharmacies and local and state health officials.
