EDITORIAL: AIDS prevention

FEDERAL CUTBACKS to the states for AIDS prevention programs are myopic action at a time when the deadly epidemic is spreading and services designed to reach the people most at risk are already overwhelmed.

Since Congress has limited the amount of money available, many states are experiencing a serious reduction in resources that can be used to combat the spread of the AIDS virus. Nationally, $129 million in federal funds is for grants to states for AIDS prevention next year, compared with $143.7 million this year and $159 million in 1991.

California, a state particularly hard hit by the disease, has been notified to expect a 12 percent reduction in federal grants, to $6.2 million in 1993 from more than $7 million in 1991.

THE DROP in federal backing will have a significant effect on HIV counseling and testing services for those people known to be at risk, including minority men, women and children and injection-drug users.

President-elect Clinton and his designated surgeon general, Joycelyn Elders, have both expressed a deep commitment to federal funding for research, prevention and treatment of AIDS. The new administration should seek an adequate congressional appropriation to offset the shortsighted decisions of past years.
