The council, chaired by Deputy President Phumzile Mlambo-Ngcuka, met in Midrand to look at ways to restructure itself.
It was agreed that governmental and non-governmental organisations would in future send their heads to meetings, instead of just sending representatives.
The council will meet twice a year.
The hope was expressed that the council would become the highest decision-making body on HIV and Aids in South Africa.
