The project seeks to improve facilities in the remote areas of KwaZulu-Natal, the Eastern Cape and Mpumalanga, DBSA executive manager Div Botha said.
It aims at protecting the privacy by all possible means, integrating voluntary counselling and testing services into routine clinical care and providing welcoming counselling space.
"The agreement not only strengthens the relationship between the two organisations in addressing a wide range of development challenges but has for the first time brought us together for the even bigger challenge of tackling HIV/Aids," he said.
To advance the project, provincial steering committees would identify 100 VCT facilities per province that were currently in greatest need of renovation and re-construction, Botha said.
The project would fund relevant consulting, architectural and contracting services needed to upgrade the facilities as well the necessary material for the structures and furniture.
The Department of Health would contribute test kits, equipment, additional staff time and would ensure quality training and supervision of VCT staff.
Botha said the project would involve NGO's in the delivery of VCT services where possible and would market the concept of quality VCT.
