Skweyiya, in a speech delivered on his behalf by departmental director-general Vusi Madonsela, encouraged volunteers to help improve the socio-economic status of children and to make the rights enshrined in the constitution become a reality in their homes and communities.
Madonsela was addressing Volunteer Southern Africa Conference at Nasrec.
"Volunteers are very critical in the fight against poverty and HIV/Aids and in ensuring that children's rights becomes a reality. I therefore urge the conference to come out with concrete proposals around policy legislation" said Skweyiya.
He said this would enhance the government's goal of sustainable social development including reducing poverty by half in the year 2015.
Another issue which highlighted at the conference was that the stakeholder needed to be involved in partnership with the media in order to ensure the success of volunteering in socio-economic development.
Spokeswoman for the international civil society Carol Manuel-Ubaldo urged the government to give more financial support to volunteers.
A new leadership for Volunteer SA would be elected on Sunday.
They would co-ordinate volunteer activities throughout the country as well as interactive volunteer formation on the African continent and the globe.
