DA spokeswoman Sandy Kalyan said the Department of Health had again "put its arrogant approach" to the HIV/Aids tragedy in South Africa on display.
"What an embarrassment. A year has passed since the global fund struck a deal with government on funding Aids project but the document has still not been signed," Kalyan said.
She said the department should have finalised the contract long ago.
Responding to the criticism, the government said it "regretted" the delay in finalising the agreement, but blamed it on complex legal processes.
Government said in a statement on Friday that a senior representative of the fund would visit South Africa in May and the agreements "will, without fail, be signed during this visit."
