In September 2000 the UN General Assembly adopted the UN Millennium Declaration which collectively commited governments of UN member nations to free the world of extreme poverty by 2015.
Short said at a lecture in Johannesburg that Africa's ongoing problems made the task of development more difficult and that Africa could infact become even poorer by 2015.
"Aids is a serious barrier. Countries like Uganda and Senegal have proven that Aids can be kept down. Uganda is a model to the world," she said.
Short encouraged the New Partnership for Africa's Development (Nepad) to encourage better health and education systems and to build a stronger relationship with the international community.
"The people of Africa must demand more from their government and the international community who have let them down too badly for too long," she said.
In response Nepad steering committee chairman, Wiseman Nkuhlu said development was a fragile process and Nepad had made agriculture, health and education its main focus.
He said Nepad were also embarking on a process to reduce conflicts in Africa. "A serious step must be taken to end conflicts by restoring peace," he said. He said a strong foundation and higher levels delivery and commitment would ensure Africa's success.
