The packs, to be available from 2003, would contain information on the dangers of casual sex and could also contain condoms and toiletries. They may be distributed through tour operators, the paper said.
It did not name the "high-risk" countries.
"It could be like those small toiletry packs that airlines give out," the paper quoted a spokesman from the city-state's Health Promotion Board as saying.
Health authorities in the tiny nation of four million said Friday casual sex was the main cause of 189 new cases of HIV/AIDS in the first 10 months of this year, bringing the total number of Singaporeans infected to 1,788 as of October.
