The release of the data coincided with World AIDS Day.
There were 145 new AIDS patients in the January-June period, with a particularly marked increase among high school and university students, the official said.
A total of 230 new cases of HIV infection were reported in the first half of this year, the second-highest figure for a sixth-month period.
That includes two people infected with HIV by receiving tainted donated blood, the second time such an infection has been caused by blood collected by the Japanese Red Cross Society since 1986, when the organization began testing for HIV and treating donated blood.
Nearly 2,000 Japanese hemophiliacs were exposed to HIV when tainted blood products were allowed to be sold by the health ministry, which did not ban unheated blood products until 1985.
The resulting scandal implicated several officials in the health ministry as well as leading pharmaceutical companies.
The number of HIV carriers and AIDS patients in Japan totaled 6,912 as of October 31, while deaths from AIDS stood at 1,149.
