Michael Kirby, special representative of the United Nations for human rights in Cambodia, said the campaign against Acquired Immune Deficiency Syndrome (AIDS) had also been set back by the removal of posters promoting the use of condoms.
"The national campaign against the spread of HIV/AIDS appears to have been set back, at least in Phnom Penh, by the decision to close access to the Tuol Kork ... brothel area," Kirby said in his report, a copy of which was obtained by Reuters on Monday.
Health workers say efforts to stop the spread of AIDS by closing brothels and campaigning against sex workers can often worsen the problem by forcing the sex industry underground.
Kirby said posters promoting condom use to prevent AIDS were removed after complaints from the public.
Cabinet secretary-general Nady Tan, in a written response to Kirby's report also obtained by Reuters on Monday, said authorities were not "harassing" sex workers but trying to "contain and control" them.
He said the government never ordered the removal of posters and it had launched an "intensive" effort against AIDS, including campaigns on radio, television and in newspapers.
The World Health Organization estimates at least 30,000 people in Cambodia carry the Human Immunodeficiency Virus, which leads to AIDS.
Kirby's report, which covers all areas of human rights in Cambodia, will be presented to the United Nations later this year.
