"The center of gravity for AIDS is in Africa and southeast Asia but the center of gravity for research is in the northern countries, and we are keen to develop research in Africa," Professor Luc Montagnier told a meeting in the Congolese capital to prepare the launch of a special research fund for Africa.
The fund, sponsored by the United Nations Educational Scientific and Cultural Organization (UNESCO), will be launched on Nov. 16 in Paris.
"With this fund, the Africans want to obtain independence from the United Nations AIDS program, which is not clear where it's going," said UNESCO delegate Abdallah Benslilimane.
Officials say the new fund was conceived by Congolese President Pascal Lissouba, with the support of the leaders of Senegal, France, Morocco and Uganda.
The World Health Organization says sub-Saharan Africa has 11 million people infected with the HIV virus that causes AIDS, but HIV is spreading fastest in south and southeast Asia, where there are an estimated three million infected adults -- double the estimated number in mid-1993.
The U.S. Centers for Disease Control and the Ivorian Health Ministry run an AIDS research center in Ivory Coast's economic capital Abidjan.
