Bill Would Allow Doctors To Require HIV Tests for Some

Reuters NewMedia, Inc.; August 5, 1991

Washington - The Senate voted yesterday to allow doctors to require patients undergoing certain high-risk procedures to be tested for the AIDS virus.

The proposal was by Senator Jesse Helms, R-N.C., who won Senate support two weeks ago for a bill calling for prison terms for health care workers with the AIDS virus who fail to tell patients of the fact.

Under the amendment to a bill providing funds for the State, Commerce and Justice departments, states would have to enact rules within a year allowing health care professionals to require the tests. The tests would be made when health care professionals were exposed to possible infection from certain invasive procedures, but not in emergencies when the patient's life was in danger.
