AIDS Project Los Angeles Condemns Governor's Veto of HIV Surveillance Bill

SACRAMENTO, Calif., Sept. 30 /PRNewswire/ -- Governor Pete Wilson vetoed AB 1663 sponsored by Assembly Member Carole Migden (D-San Francisco), legislation to provide California with a confidential method of tracking HIV infection in the state. Using "unique identifiers" the bill would have implemented a method of tracking HIV infected persons through a unique, confidential code system. Currently, only AIDS cases are tracked in California.

"This bill was necessary to get a clear picture of HIV infection in California," said Craig E. Thompson, Executive Director of AIDS Project Los Angeles, "The California Medical Associate, the California Nurses Association, and AIDS service organizations from across the state dedicated tremendous amount of time and resources into developing a workable solution for tracking HIV. Now we have nothing. We've lost yet another year of gathering the necessary data to determine where HIV services are most needed."

AIDS Project Los Angeles, a non-profit community-based organization, provides direct services to men, women and children living with HIV/AIDS in Los Angeles County. Services include the food bank, a dental clinic, housing assistance, transportation, mental health counseling, public benefits and insurance counseling and Return to Work programs. APLA also provides extensive treatment and prevention education and advocacy on local, state and federal AIDS-related legislation.
