Assana Sangare, a junior Minister in charge of AIDS control, who presented an assessment report of the action plan to President Laurent Gbagbo last week, said the seriousness of the situation justified the huge financial demand.
The plan focuses on resource mobilisation, the setting up of a solidarity fund, the development of a multi-sectoral platform, decentralised AIDS control, prevention and case management of patients.
According to Sangare, Ivorian authorities plan to table before parliament a bill on AIDS screening.
This is to be followed by the provision of condom vending machines in public places, the opening of HIV/AIDS telephone hotline and the supply of condoms to hotel rooms.
Cote d'Ivoire is said to harbour some 58,800 AIDS patients, with 6,000 new cases reported a year, the highest rate in West Africa.
HIV-positive cases in the country is estimated at more than one million, with the prevalence rate expected to reach 12 percent in 2003, up from a present 10 percent.
