The body, which was expected to submit its final report by 31 December 2001, now has up to 30 June 2002 to do so.
As explained by Solicitor General Julius Kandie, the move is to give the task force ample time to formulate and review laws relating to HIV/AIDS, human rights issues affecting widows, orphans, employers and people living with the disease.
Kandie noted, for instance, that legislation against the deliberate transmission of the HIV currently hangs in the balance inasmuch as it is difficult to establish a person's previous HIV status.
He also cited difficulties legislating a mandatory pre-marriage HIV test on couples, as this infringed on their rights to confidentiality.
Kandie made the remarks while officially opening a four-day sensitisation workshop on HIV/AIDS for staff of the Attorney General's Chambers drawn from Central, Eastern and Rift Valley provinces.
He further warned that the efficiency of government ministries and services might be severely compromised if urgent steps were not taken to contain the spread of the dreaded virus.
