Formerly the National Committee to fight HIV/AIDS under the Health Ministry, the Council is to be co-ordinated by the presidency.
Compaore pledged to intensify the campaign through various interventions that would involve sourcing for funds and support for the implementation of the multi-sectoral national plan.
He said the priorities for 2002, would include reinforcing the co-ordination, decentralisation, follow-up actions and discussions with international partners for financial support.
He assured HIV-positive patients in the country that the Council would continue to support them with drugs to contain their infections.
The transformed Committee was set up in 1990.
Explaining the change of name and emphasis, the Permanent Secretary in the Health Ministry Joseph Tiendrebeogo, said the transformation was to show "the political commitment" of the Burkina government and its readiness to involve all stakeholders in the fight against the pandemic.
The Council has 72 members from different sectors, with a 12-member Board.
