Burkina's AIDS agency pleads for openness in resources sharing

Ouagadougou, Burkina Faso (PANA) - The first session of Burkina Faso's National Council for the Fight Against AIDS and Sexually Transmitted Diseases (CNLS-STD) has pleaded for more openness in financing AIDS/STD activities.

At the end of a meeting chaired by President Blaise Compaore, participants recommended, among others, openness in the procedures to grant financial resources to the various actors involved in the fight against HIV/STD.

The recommendations included suggestions for more efficiency in the interventions of the new organisation in charge of combating the pandemic, particularly the decentralisation of structures to fight AIDS and STD in the regions as well as the promotion of the female condom.

In addition to these measures, participants proposed that "the reduction of the AIDS prevalence rate" be part of the mission statement of the struggle.

To this end, it has been decided to reinforce the capacities of NGOs and the role of women in the strategies to fight against the disease.

Analysing the activities of the former national committee of fight against AIDS covering the period from January to September 2001, the national council noted that the 2001 action plan was not entirely carried out because of cumbersome fund disbursement procedures and inability to absorb the available financing.

However, the council noted that "many activities were carried out in ministries as well as in NGOs and community organisations".

To overcome past problems, the council recommended that in the 2002 programme, more co-ordination, decentralisation as well as the elaboration and the implementation of the multi-sectoral national plan.

Closing the first session, Compaore said he was very pleased with the results of the deliberations and urged members of the council to show more dedication.

He commended Burkina Faso's bilateral partners for their efforts in the fight against HIV/AIDS and said he was optimistic that the council would commit itself to eradicating the pandemic from the country in the next decade.
