Manhattan: Rent Increase Is Criticized

Two state lawmakers and a city councilman yesterday criticized a rent increase that will affect about 2,200 poor adults who live in government-subsidized housing and have H.I.V. or AIDS. By Nov. 1, the tenants, who have been paying rent amounting to 30 percent of their income from federal benefits, will have to pay all but $330 each month toward rent. The state directed the city to make the change, but the politicians - Senator Thomas K. Duane and Assemblyman Richard N. Gottfried, both of Manhattan, and Councilman Bill de Blasio of Brooklyn - called it a "heartless and shortsighted edict" at a news conference. Mr. Duane and Mr. Gottfried, who serve on the health committees of their respective chambers, said they would introduce bills to rescind the increase and cap future increases.
