Call for Comments on Draft Request for Proposal for Local (Ugandan) organization to take over the full scope of work of the Technical Management Agent (TMA) and the Monitoring and Evaluation Agent (MEA) for Civil Society Fund

Chemonics International Inc. is the prime contractor for the Monitoring and Evaluation Agent for Civil Society Fund (CSF MEA) Project, a project funded by the United States Agency for International Development (USAID) under Contract No. 17-C-00-09-00001-00.

The objective of CSF MEA project is to establish the M&E system of the Civil Society Fund.

This objective supports the National Strategic Plan (NSP) objective to effectively coordinate collection, analysis, use, and provision of information that will enable tracking progress made in the national response to HIV/AIDS.

Care International through the CORE Initiative filled the role of the Technical Management Agent for Civil Society Fund (CSF TMA) until September 30, 2009. A new contractor for the TMA will be identified and contracted by USAID by year end.

The TMA specifically provides support to the CSF in its function of providing technical support and supervision to grantees to scale up effective and comprehensive responses to HIV/AIDS, OVC, TB and Malaria in Uganda.

Both MEA and TMA are tasked in their contracts to build capacity of an indigenous organization to take over their full scopes of work (SOW) of:

1) Strengthening effective partnerships, collaboration, and coordination to support continued growth of the CSF.

2) Developing and implementing effective granting processes.

3) Developing and strengthening M&E system for the CSF with an emphasis on performance monitoring of grantees.

4) Building capacity of grantees in all aspects of data demand generation-collection-reporting-use continuum.

5) Improving the capacity of grantees to deliver quality services in HIV/AIDS, OVC, TB and Malaria.

This announcement serves as an invitation to organizations interested in the joint TMA/MEA scope of work to submit questions and comments in response to a draft Request For Proposal, which is available upon request from CSF MEA on the below address .

The received comments will be used to inform a final RFP to be released before the end of November. Interested organizations will be expected to demonstrate their organization's capacity in:

-- Performance monitoring and evaluation

-- Technical support in service delivery of HIV/AIDs, OVC, TB and malaria

-- Understanding of the capacities and needs of civil society

-- Prior experience working with CSOs and performing hands-on HIV/AIDS monitoring and evaluation, and technical support

-- Applied knowledge in databases and information system design and management Suitably qualified firms are invited to email, or visit the MEA office by appointment to obtain the full text of draft request for proposal on Tuesday November 10, to Thursday, November 12, 2009 between 9:00am and 4:00p.m.
