The study funded by Dan Church Aid Uganda, aimed at assessing the nature of women and child protection issues related to insecurity and HIV/AIDS. "Children's time for education is robbed by activities like cattle keeping, mainly done by those under 18 years," said Beatrice Akera, the TPO programme officer.
"This is a form of child abuse, which was not reported during the survey," she added. Akera was speaking at Eneku Training Village in Soroti during the release of the stakeholders' report on Amuria and Katakwi on September 9.
She said cases of sexual violence against children were reported in internally displaced peoples' camps as a result of family disintegration and over-conjestion of residents.
"Women are mostly abused within families and places where they fetch water and firewood," the report said. The report also noted that acts of violence often subject women to the risk of HIV/AIDS, and children who are denied food stand a risk of engaging in transactional sex to survive.
The study indicated that most fathers connived with local council leaders to settle sexual cases and force girls into marriage. The study further recommended that there was need to design interventions that empower parents and other traditional structures to promote the well-being of children.
"The social environment in which cases are handled does not guarantee justice," the report said. The study also indicated the urgent need to sensitise communities about HIV/AIDS.
