Ngobi said the referral facility also lacked antiretroviral drugs for adults.
"The good news is that many people are testing for HIV but they are not getting the drugs we are promising them," he said.
"We are waiting for Parliament to pass the budget of the health ministry before we can get more ARVs."
Explaining the drug shortage, Ngobi said: "There are people from as far as Kampala who pick drugs here for fear of being stigmatised if they are seen getting drugs by the people that know them."
