The programme funded by Norwegian Agency for Development was launched by CARE International in Gulu, Kitgum and Pader on Monday, Tuesday and Wednesday respectively.
Grace Kemirembe, the programme manager, said CARE's focus is on the HIV- positive people, child-headed households, widows, child mothers, formerly abducted children, the elderly and sexually abused.
"Seventy percent of the beneficiaries should be women and the rest men," Kemirembe said.
CARE economic rights and livelihood team leader, Judith Abuga, warned that so many programmes come and go without transforming the lives of the people and hopes CARE is different.
Amuru district chairman, Anthony Omach said 'Roco Kwo' would help the Acholi regain thier past glory.
