Disabled persons to run their HIV/AIDS programmes

PERSONS with disabilities are to plan their own programmes at the Uganda AIDS Commission. "Persons with disabilities have the capacity to plan, budget and implement their own programmes," said Alex Ndeezi, the MP of persons with disabilities in the central region.

Ndeezi was speaking during a regional conference on disability and HIV/AIDS organised by the National Union of Disabled Persons of Uganda.

The conference, which started on Monday, aimed at bringing together disabled people's organisations, service providers, persons with disabilities and political leaders to learn ways of delivering HIV/AIDS services to the disabled.

William Nokrach, the MP of persons with disabilities in the northern region said the disabled were given little attention in the current fight against HIV/AIDS.

"Most programmes do not cater for the disabled. Service providers think the disabled cannot get the virus, yet in reality, they are sexually active," Nokrach said.

In 2007, the disabled persons' union started a three-year DANIDA-funded project in Gulu, Soroti and Masaka districts to cater for the disabled in the fight against HIV/AIDS.

"The idea came up after realising that persons with disabilities were at a high risk of acquiring the disease due to factors like low levels of HIV/AIDS awareness, high levels of poverty, low education and vulnerability to sexual abuse including rape," said Martin Babu, the programme manager.
