In a November 20 letter, Bush said Dr. Elioda Tumwesigye, who is also Sheema North MP, is commitment to helping HIV/AIDS patients.
He said he enjoyed seeing a Ugandan MP (Tumwesigye) attending an international development summit at the White House.
Tumwesigye attended the summit, which is normally attended by top decision makers and US congressmen, on the invitation of the US government.
"By answering the call to serve a cause greater than self, you are helping to replace the disease and despair with healing and hope," Bush said.
The letter was delivered by the American Ambassador, Steven Browning, at the launch of the orphans and vulnerable children's project in Bushenyi and Mbarara districts.
The five-year project is funded by the US.
Tumwesigye during the NRM regime, the HIV prevalence has reduced from 18% to 6%.
He said when Museveni took over power in 1986, many people were dying of HIV/AIDS.
Saving life should be the ultimate goal of international development, he added.
