The Uganda Women's Network coordinator, Manisurah Aheebwa, said if not stopped, the habit will backtrack the fight against HIV/AIDS.
"Many lives have been lost. We should get the impetuous to stop the cause," she said.
Aheebwa was speaking at a vigil on Friday at Makerere Guest House. It was one of the activities to mark the 16 days of activism in a global campaign of 'Women Wont Wait' aimed at ending domestic violence.
Aheebwa presented a report of problems faced by women to the Police spokes person, Judith Nabakoba.
She said the conditions set for arrest of culprits who rape and defile are questionable. It has on various occasions let many suspects walk.
"Police ask for money before conducting investigations which has on several occasions seen the poor fail to get justice," she said.
Nabakoba acknowledged the complaints in the report and called upon the women's networks to partner with the Police to help curb violence. "Courts of law require evidence not hear say. You should help the Police by reporting the crimes," Nabakoba said.
She noted that when a defilement suspect pleads not guilty court requires a DNA test.
The Police, she said, does not have the capacity to carry out the tests. In such circumstances the case ends without a conviction.
She added that the force had embarked on community policing carried out every first week of the month. This, she said, has empowered many women to disclose violent husbands.
The Kinkizi East MP Chris Baryomunsi, said women should package the message well in order to tame men." The campaign to end domestic violence should not appear to be a fight between sexes if it is to succeed," he said.
