Kihumuro told the parliamentary committee on HIV/AIDS on Thursday that part of the funds would be used to procure ARVs and HIV-testing equipment.
He added that free HIV/AIDS testing and counselling would also be conducted countrywide.
"Under the national strategic plan, the Government is committed to providing universal access to HIV/AIDS testing and ARVs and HIV prevention, treatment, care and support by 2010."
Kihumuro was concerned that in case donors stop funding HIV/AIDS programmes, the country would run short of ARVs.
"Although donors like the Global Fund, the Presidential Emergency Plan for AIDS and Relief, provide some funds, the Government needs to contribute more money towards the HIV/AIDS fight."
Committee chairman Elioda Tumwwesigye said this financial year, the Government provided only sh60b out of the billions required for for ARVs.
