The program is in its fourth year of implementation and has made significant impact. Initially stigma and discrimination were some of the ways used in propagating denial of rights of PAHAs in the program area. Stigma and discrimination has reduced through the program intervention of among others raising awareness on the rights of PAHAs.
This is evident on the part of duty bearers who manifest improvement of observance of PAHAs rights in execution of their duties, and on the part of PAHAs, the improvement is observed in the demand of their rights especially in cases of succession and inheritance, and the way various stakeholders in the legal system respond to the violations of the rights.
The above achievement has been contributed to by the general supportive environment of Uganda in terms of general awareness on HIV and AIDS, and the enabling legal framework that dissuades any practices that publicly propagate or perpetuate stigma and discrimination.
All that we need is government to enact a law that protects the rights of PAHAs. This will enable the reduction of community vulnerability to HIV and AIDS.
