The proposal, contained in the national HIV/AIDS strategic plan, aims at ensuring that 80% of people living with HIV access antiretroviral drugs.
"Under this five-year plan, we want to increase access to treatment, care and support of the people living with HIV/AIDS, in addition to offering prevention services to the entire population," said Dr. Kihumulo Apuuli, the commission chief.
Apuuli said the terms were agreed upon at the UN General Assembly in June 2006 and consultations were made throughout the districts.
He denied claims by renowned anti-AIDS activist, Pastor Martin Ssempa, that the new approach would cripple the triumphant ABC strategy.
"Some people have misunderstood the universal access approach.
"The ABC strategy has not been abandoned. The new plan will compliment the ABC strategy."
