Army Warned on HIV

Kampala - PRESIDENT Yoweri Museveni has warned the Uganda People's Defence Forces against the AIDS scourge.

Passing out 2,231 HIV-free recruits who completed a nine-month course at the Kaweweta Military School, 291km northwest of Kampala on Thursday, Museveni cautioned the soldiers against reckless living.

"This is the biggest problem for you, young people, reckless living. You end up sick and becoming a disappointment to your family, the army and the country. We did not train you to die of AIDS. We have trained you to live long, work for your army and your country."

Referring to a Luganda proverb, zzivugila aliwo (the drums are beaten for those present), he added: "If you die, you will not hear the drums, especially if you die because of not looking after your health."

Museveni hailed the army for pacifying Uganda. "The army has finally done a very good job.

Nobody can disturb the peace because the army is now capable of dealing with security threats expeditiously."

He thanked the civilian community around the military complex for peaceful co-existence with the UPDF.

"I urge wanainchi to report misbehaviour by soldiers.

Wanainchi are the mirror of the army. The army can look at itself through the attitude of the wanainchi towards them."

He hailed the army leadership for providing practical knowledge and continuous training for the soldiers. "I am glad that for three years, you have been training soldiers not to just march but to fight. I saw it at Singo and I have seen it here twice, training a soldier, not only how to use a gun but how to protect himself."

Defence minister Dr Crispus Kiyonga announced that South Africa donated $2.5m (sh4b) to build a hospital at Kaweweta. The gesture, he said, was to thank Uganda for training combatants of the armed wing of the anti-Apartheid African National Congress, the Umkhonto we Sizwe (Spear of the Nation) at Kaweweta.
