He said there was no cure yet for the disease but great advancement had been made in research to develop a safe, effective, accessible and preventive HIV vaccine.
Anti-retrovirals (ARVs), said Sebanja, were the cheapest and most reliable treatment for HIV/Aids.
Sebanja told members at the TASO annual general meeting at Mulago in Kampala that ARVs had helped reduce severe symptoms that were associated with HIV/Aids in the past.
"The quality of life of our clients has greatly improved. This is evidenced by the fact that we no longer have many very weak clients like it was in the past."
He said it was disheartening to hear that some people got 'saved', gave up on taking drugs and died within two months.
"Despite the tremendous reduction in stigma and discrimination, there is still need to provide awareness and sensitisation on behavioural change practices especially in the area of Antiretroviral Therapy (ART)."
Mariam Walusimbi, an assistant health commissioner, said of the 29,763 clients registered with TASO Mulago centre, 65% were female.
She noted that under-staffing was affecting service deliver. Walusimbi said the nurse to patient ratio in Uganda is 1:70, while the international ratio is 1: 5.
