The Lutheran World Federation project coordinator in Lyantonde, David Ssedyabule, said though the Engabu brand was repackaged and re-introduced to the market, many men had not regained confidence in using condoms.
He was recently addressing HIV/Aids counsellors, community volunteers and residents of Lyantonde at the passout of orphans who trained in vocational skills at the federation centre.
The trainees were given tailoring machines, bicycles and other tools as a start-up capital.
Ssedyabule said people had got used to living with HIV and do not see it as a threat anymore.
"A lot needs to be done in the AIDS campaign. With the introduction of antiretroviral drugs, people live longer and die more decently," he said.
Ssedyabule said domestic wrangles and abuse of women and children's rights had contributed greatly to the spread of HIV in the two districts.
He said men engage in multi-sexual affairs and their wives cannot reject them.
The LC5 chairman for Lyantonde, Fred Nayebare, asked the councillors to arrest people stealing items donated to orphans and old widows by non-governmental organisations.
Ssedyabule said the federation provides counselling to widows.
