The state minister for health, Richard Nduhura, commissioned the centre recently. He commended anti-retroviral therapy (ART) for improving people's lives.
He said although the biggest threat to health services is the growing rate of HIV cases, which has reached 6.4% among men and 8% in women, the Government was doing everything possible to reduce the percentage.
JCRC's director Peter Mugenyi said over 800,000 Ugandans are infected with HIV. Of these, an estimated 150,000 people are candidates for ART.
The Irish Ambassador, Aine Hearn, said: "With partnership, everything is possible. We need to encourage people to live positively and to prevent new infections."
The Realta Foundation, the Kelly Family and Pfizer Ireland from Northern Ireland Republic funded the construction worth 56.000 euros (sh140m).
