Unicef earmarks sh500b for north

THE UN children's agency, Unicef, has earmarked US$296m (about sh544b) for HIV/AIDS intervention in north and north-eastern Uganda. The funds will be released in 2007 if the Juba peace talks succeed and the internally displaced persons return to their homes.

Unicef HIV/AIDS project officer Dr. Jackson Ojera told local leaders in Acholi sub-region that the one-year programme would include food security, health, human rights protection, HIV/AIDS and malaria.

He was speaking at a one-day meeting organised by the Uganda Aids Commission at Sunset Hotel in Gulu on Friday.

The local leaders included Pader resident district commissioner Lt. Santos Okot Lapolo (above).

"We expect to increase access to HIV prevention services in conflict-affected areas, and to increase access to and utilisation of comprehensive HIV/AIDS treatment and care," Ojera explained.

"We also expect to strengthen districts and sub-counties' capacity to plan, manage and monitor AIDS response," he added.

Ojera appealed for project proposals for funds, but warned against duplication of work.

"Duplication of work is a waste of resources. It is common to get NGOs doing the same work in the same area," he said.
