Health ministry blamed for AIDS increase

New Vision (Kampala) - December 13, 2006

The health ministry has been criticised for abandoning the ABC (Abstain, Be faithful or use a Condom) strategy in fighting the HIV/AIDS scourge.

The criticism was contained in President Yoweri Museveni's message at the opening of Kabwohe clinical research centre in Bushenyi.

Museveni said health ministry officials were no longer advocating for the ABC strategy, yet it had previously reduced the AIDS infection rate to 6% from about 32%.

He attributed the recent increase in infection rates to 7% to the lapse by the ministry.

"It seems the ministry has slept again," the President said.

The Integrated Community Based Initiative (ICOBI) constructed the research centre aimed at helping HIV/AIDS patients.

Sheema North MP Dr. Elioda Tumwesigye is ICOBI director.

The deputy speaker of Parliament, Rebecca Kadaga, was the chief guest.

The health state minister, Richard Nduhura, pledged to reignite the ABC campaign strategy.

"If there has been a campaign against ABC, it's high time we started to campaign for it vigorously," he said.

Museveni promised to support all research centres in the country and applauded Tumwesigye for the innovation.
