Increase access to drugs - Oxfam

New Vision (Kampala) - November 30, 2006
Carol Natukunda

OXFAM International has called for an increase in the health budget to ensure universal access to drugs, including ARVs.

In a statement yesterday, Oxfam GB representative Savio Carvallho said, "The government must allocate the necessary funds (15% of the national budget) to ensure that public health systems are supported adequately."

"Universal access to HIV/AIDS services means that everyone has a right to access prevention services as well as AIDS care, support and treatment, including access to the life-saving ARVs (anti-retroviral drugs)," the statement said.

The World Aids Day is being commemorated today.

The statement said there was need for stronger investment in public health services by both the donor community and the government.

"The health systems must be backed by provision of more and adequately remunerated trained health workers to effectively deliver HIV and AIDS services to all," the statement said.

Citing a study by Harvard University, which indicated that Uganda lacks about 60,000 health workers, Oxfam added, "adequate financing to the health and other relevant sectors by the government, would ensure that the badly-needed health workers are trained, recruited and retained."
